Bill in California Capping 10mph Over Speed Limit

The new bill the California legislature is considering mandates a speed limiting device in your vehicle capping the speed at 10mph over the speed limit.We believe this law would greatly reduce the amount of fines paid by speeding, and the amount of jail time served over speeding, and most importantly we think is would decrease crashes. There are some downsides to this bill. It would take a long amount of time to put this speed limiting device into cars, and you would most likely have to pay for, which some people might not be able to afford. Do you think this law is good or bad, and were your opinions any different than ours? Also do you think it should be implemented on Georgia road?
